From Insights to Impact: Advancing Europe’s Semiconductor Ambitions
The second in-person meeting of the Industrial Alliance on Processors and Semiconductor Technologies took place on 13 November 2025, bringing together industry leaders, researchers, policymakers, and key stakeholders to showcase progress and reinforce collaboration on Europe’s semiconductor priorities. Building on the outcomes of the first gathering, this event reaffirmed the Alliance’s commitment to strengthening Europe’s technological leadership and resilience.
Strategic Outlook and Opening Remarks
The meeting opened with insights from Pierre Chastanet, Head of Unit at DG CONNECT, European Commission. Mr. Chastanet emphasised the need for a shift in approach within the upcoming Chips Act 2.0, which should address more closely the needs of European users in fields such as robotics, media technologies, and energy equipment.
He also highlighted the significant potential at the intersection of photonics, quantum technologies, and artificial intelligence, technologies that are central to Europe’s future competitiveness.
Progress Across Working Groups
A central focus of the event was the presentation of the latest achievements from the three strategic Working Groups on Skills, Supply Chains, and PFAS. Each group shared progress in consolidating expertise and developing recommendations aimed at strengthening Europe’s semiconductor value chain. Their contributions showcased tangible steps toward enhancing the sector’s attractiveness, continuity, and long-term resilience.

The agenda featured a number of exchanges bringing together diverse voices from across the semiconductor landscape:
- Panel Session: “Innovation, capacity, and resilience: Europe’s semiconductor trajectory for strategic autonomy”
Speakers included Arian Zwegers (European Commission), Jana Drbohlavová (Czech Semiconductor Centre), Aude Jalabert (Infineon Technologies), Maria Recaman Payo (imec), and Emir Demircan (Siemens). The discussion explored Europe’s innovation capabilities, industrial capacity-building, and approaches to strengthening strategic autonomy. - Panel Session: "Open Consultation on the Chips Act"
Contributions from Léo Saint-Martin (DECISION Etudes & Conseil), Regis Hamelin (aCCCess), Giuseppe Fiorentino (imec), Bernard Capraro (SEMI Europe), and Hans Ehm (Infineon) provided valuable perspectives on the current implementation of the Chips Act and expectations for its next iteration. - Journalist Marc Hijink (NRC Media) presented his book “Focus: The ASML Way,” offering a deep dive into one of Europe’s most notable technological success stories.
The second in-person meeting of the Industrial Alliance demonstrated clear progress and a shared determination to translate insights into concrete actions that support a more robust and future-ready semiconductor ecosystem in Europe.
